Establishment:
The Advisory
Committee (the “Committee”) according to Article III Sections 1,2 and 5 of
the Town’s by-laws consists of nine citizens of the town and no person
holding an elective or appointive town office shall be eligible to serve on
the Committee. The members of the Committee are appointed by the Moderator
and serve for the term of three (3) years, with the expiration of said
term(s) to occur at the close or final adjournment of the Annual Town
Meeting. If the Moderator fails to fill a vacancy within thirty (30) days
from the day a vacancy occurs, the committee shall proceed to fill the same
by a majority vote. The Committee serves without pay.
Duties and
Responsibilities:

Every
town whose valuation for the purpose of apportioning the state tax exceeds
one million dollars shall, and any other town may, by by-law provide for the
election or the appointment and duties of appropriation, advisory or finance
committees, who shall consider any or all municipal questions for the
purposes of making reports or recommendations to the town.
The
Committee’s prime responsibility is to make recommendations on all financial
matters, including the budget, to town meeting. Pursuant to Article III
Section 3 of the Town by-laws, the Committee shall consider all articles of
any warrant for a town meeting. After consideration of the subject matter of
each article, the Committee shall report thereon to the Town Meeting, in
print or otherwise, such recommendations as it deems in the best interest of
the Town, which may include a favorable recommendation, an unfavorable
recommendation or no recommendation. Failure to make a favorable
recommendation shall be tantamount to deferring the matter to Town Meeting.
Pursuant
to Article III Section 4 of the Town by-laws it shall be the duty of the
Committee to consider the annual estimates and expenditures as prepared by
the town accountant, and add another column to his prepared statement,
giving the amounts which in the Committee’s opinion shall be appropriated
for the ensuing year.
