“It was unanimously voted that the Town create a Master
Plan Study Committee to consist of nine members, one member from each of the following: Board of
Selectmen, Planning Board, Conservation Commission, Water and Sewer
Commission, School Committee; and two citizens to be appointed by the Town
Moderator and two citizens to be appointed by the Advisory Board”

Funding & RFP Process
- Special Town Meeting held on November 6, 1999
–Art. #6 ($60,000)
Initial Request for Proposals (RFP) was advertised in
October of 2000, which yielded 17 interested firms that requested the Town’s
proposals. The responses to the Request for Proposals were due November 1,
2000 – no responses were returned from the any of the 17 firms. Follow-up
telephone inquiries to the 17 firms discovered that firms felt work exceeded
the funds available.
A second RFP subject to additional funding was
advertised in January of 2001, which yielded 35 interested firms that
requested the Town’s second proposal. The responses were due February 14,
2001 and 4 firms submitted responses. The committee interviewed three (one
withdrew) of the four firms in March of 2001 after due consideration chose
to work with Dufresne-Henry subject to obtaining additional funding.
- Special Town Meeting held on April 10, 2001 –

1 ($50,000)
Additional funding was appropriated to assist the
Master Plan Study Committee with their
original charge. The contract for services between Dufresne-Henry and
the Town was finally signed on 4/26/01 for a total project cost of $93,440.

Master Plan Survey
The Master Plan Study Committee also developed a
forty-seven (47)-question survey that addressed a variety of issues in the
community. The survey was mailed to 7,000 homes in May of 2000. Residents
were asked to respond by June 1, 2000. There were1559 responses (22.2%). The
Community Development Office tabulated the responses and prepared for the
Master Plan Study Committee and the Consultant a report summarizing the
responses:
This information assisted the Consultant in their
understanding of the community’s needs and concerns regarding a number of
issues.
